God has an Independent Will

Surah Az-Zumar Chapter 39 Verse 23

Allah [swt] has sent down the Best Statement, a Book, its parts resembling each other [and] oft-repeated. The skins of those who fear their Lord shiver from it. Then their skin and their heart soften to the remembrance of Allah [swt]. That is the guidance of Allah [swt]. He guides therewith whom He wills; and whomever Allah [swt] sends astray for him there is no guide.[30]

Surah Ash-Shura Chapter 42 Verse 13

He [Allah (swt)] has ordained for you the same religion which He ordained for Nuh [Prophet Noah (as)] and that which We have revealed to you [O Muhammad (saws)] and that which We ordained for Ibrahim [Prophet Abraham (as)] Musa [Prophet Moses (as)] and ‘Isa [Prophet Jesus (as)] saying you should establish religion and make no divisions in it. Intolerable for the polytheists is that to which you [O Muhammad (saws)] call them. Allah (swt) chooses for Himself whom He wills and guides unto Himself who turns to Him in repentance and in obedience.[31]

Surah Ash-Shura Chapter 42 Verse 52

And thus We have sent to you [O Muhammad (saws)] a spirit of Our Command. You knew not what is the Book nor what is Faith? But We have made it [this Qur’an] a light wherewith We guide whosoever of Our slaves We will. And verily you [O Muhammad (saws)] are indeed guiding [mankind] to the Straight Path.[32]
